Resident Evil Outbreak will not start.

• Browser: record the exact unsupported-feature or loading message. Compare it with the host’s current browser requirements.
• Emulator: verify that its own setup and required files are correct before changing game-specific patches.
• Original hardware: check disc readability, region compatibility and memory-card behavior.
• A failed load is not automatically a graphics problem. Avoid repeatedly refreshing a download without noting its last status.
